No, it's suicidal. People who do this either confuse respect with personal assessement, due to a lack of understanding of the deeper notion of respect, or they are really, really weak and/or regressed, as in the case of people with the so-called Stockholm syndrome.
In other words, there is a difference between not respecting and not underestimating someone. Respect is earned through actions- a person's actions is his or her nature manifest. Who would respect a mass-murderer of innocents, or of one's own family? When you think about it, it's disgusting.
