The organizer of the dissemination of information in the Internet network is obliged if users use additional electronic message coding for receiving, transmitting, delivering and (or) processing electronic messages of Internet and (or) when providing Internet users with the possibility of additional coding of electronic messages to represent the federal executive authority in the field of safety information required for decoding the received, sent, delivered, and (or) form atyvaemyh emails."

I wish to specifically stress this, the above is a law prescribing any and all internet providers to decode and decipher Tor browser and VPN. Our internet providers are OBLIGED BY LAW to DECODE ANY connection!! and if they FAIL or REFUSE to DECODE they pay...
