This is from Karma, but the person you talked to does not know what karma is. Karma is not about morals, and it is not about punishing people for any crimes.
Karma is just the accumulation of energies in a person's soul. Drug addicts are actually a perfect example for how this works. A person could start consuming alcohol or drugs and not have any addiction. But if these things are consumed frequently or in large amounts, this energy accumulates on the person's soul and body and makes the person more likely to consume more of these things in the future. This is how an addiction starts and grows over time.
Whatever a person's energies are at the end of one life, the person starts in the same place when born in the next life. If you had an addiction in the previous life, you will be very likely to also have an addiction in the current life. You would be more likely than an average person. If the person then spends the 2nd life time also consuming and becoming more addicted to the same thing, this force of addiction grows in an exponential way until it is enormously large.
This is how we have people with extremely horrible addictions, homeless people who have no ability to function like anyone else, and other extreme mental problems. Because they have been constantly growing and increasing for several lifetimes.
This same thing is able to happen with medical problems. A person who's soul has the energy of being weak in one way, is very likely to continue being weak in the same way. But also a person like an athlete who works on becoming very strong in some way, he will be born in the next life with a natural talent that will be very easy for him to continue being so strong and continue getting stronger.
