The legalisation of drugs has caused the public to use more. Most of the dutch youth has used drugs at some point, more or less.
Not to mention getting drunk in a shed somewhere.
As for the rasing of prices on cigarettes... I believe about 80% of it is tax that you pay over them over here. At least, it is a lot.
And people STILL smoke. They ALL have warnings on top of them, pictures of lungs that are full of smoke and scarring etc.

People don't care. They've become desensitized.
I don't think banning is the initial solution. I think we must try to rise society out of this cesspit of whatever the fuck crap this is initially, and then implement banning of the thing altogether, once a little progress has been made.
They also sanction smokers on giving them a higher premie on their health insurance.
Still too many people smoke. It is also a habit to break.

It will be socially acceptable to criticise people who smoke and drink alcohol, and it will be absolutely frowned upon as an action.
This can be counteracted by raising prices. But in time, there will not even be a memory of the existence of cigarettes or anything else.
If one is stupid, he will be able to destroy himself with tobacco and alcohol, life is his own.
But these poisons will not be promoted, they will be publicly attacked and anyone who smuggles these substances will receive large fines or even jail time.
Essentially, anyone who uses them will be seen as a low soul, there will be many concessions to stop consuming poisons.
On the other hand, those who smuggle them will be seen as enemies of the people.
In time the business of tobacco, alcohol, etc. will disappear.
To give you a shorter answer, I do not forbid it, but I direct the world to hate it until it disappears forever.

What is needed is a proper explanation as for why something is not good and also present good alternatives. Too bad the best alternatives (as we all know of here such as meditation, yoga exercises etc.) are not presented to the public as much as it should have been.
I think a main reason for so much smoking of illegal drugs is that it's illegal and presented as cool and rebellious in rap videos etc. The most rebellious thing today is to be drug free, even though I think some drugs may be useful for some people as long as it does not involve inhaling burned material.
