Yes, it's Wiccan bullshit invented by Gerald Gardner. There was not any such thing in Traditional Witchcraft before Gardner, as there are still traditional/hereditary pre-Gardnerian non-Wiccan witches who don't believe in it and practice black magick among other things.

To be fair to Mr. Gardner, it's also possible that he didn't believe in it either. Witchcraft in the UK was illegal for centuries, and Gardner wrote about it as soon as it became legal. Witches had a bad name at that time because of centuries of Christian propaganda against them, so Gardner wanted witchcraft to look good and positive to the mainstream (which was in most part Christarded). It's possible that he inserted the "harm none" part to make his religion look better, to boost its image, and make the public think that witchcraft isn't about unnecessarily harming people.

This conditions the mind to refrain in imagination, power and possibility. It is based on the natural understanding that might not be conscious, that what we do has a reaction in the world, and there are cycles and there is momentum for any action, or energy in the world.

Produces fear, refraining, loss of sight (as you lack the actual experience of seeing how the workings, "world" works), based also on the simplicity of this, the mind appeals subconsciously to a personal higher force or entity, as a "providence", that is then routed in enemy religions by curses, lack of true spirituality.

Everything this is, by numerology also if used, is a direct curse to any human who tries to understand the occult. Based only on corrupted notions that are not understood, such as how the laws of the material and spiritual work.

There is no such thing in reality and the conditioning of the mind to this will yield only atrophy and destruction.

There is also no need to justify a possible way why this was "right" as only with a simple analyzation of the effects of this (by a spiritual person), outweigh any other justification of security in face of non-spiritual people. Simply this is a corruption of other notions.

One can relay very simply these base notions of the past without lying, subverting and conditioning the failure of the basic spiritual laws that start incubating in the mind at first. This invalidates any pursuit of spirituality, or even curiosity.
