If you really want to keep data on a portable device. I suggest you to install Open source Linux Os on android device.
Yes the PC Linux OS can be installed on our android device.
It will kickout sim, wifi , location and other tracking hardwares of andoid device. As andoid is a linux based you can probably find some support of these too. Have to check with your handset in linux repos.
On most phones, the OS is not in control and does not have the final say on what happens.
The final say is given by the modem.
Everything you wish to do on your phone has to be approved by the modem.
The modem is a complete computer within your phone, it has its own processor, RAM, ROM, flash storage, OS and softwares running on it all the time and it's impossible to stop or change it.
Everything has to go through the modem. The modem has direct access to the phone's RAM.
The modem is operational at all times even without a SIM in it. The SIM card is also a complete computer on its own and may give commands to the modem.
The modem is the center of everything. The phone's processor, RAM, ROM, storage, GPS, WiFi, antennas, microphones, cameras, are all connected to the modem and have to go through it.
You snap a picture, it first has to go through the modem to reach the processor, and then again through the modem to reach flash storage.

I don't trust any device produced after 2010.
If you can, get devices made before the Patriot Act (2001).
