Weather and the Moon

I have been wondering about this for a few days now. Does the Weather affect Rituals and workings?

And the Moon, does its Waning and Waxing affect Rituals? I know that the Void of Course is a bad time to start anything.

By the way, is it important to do workings that start things when the Moon is Waxing and do workings that end things when it is Waning?

Waxing and full are best for awakening rituals, rituals to obtain money or love, and so on. Waning and new are best for destruction, losing weight, ending bad habits, etc.

As for weather, all I know is that from personal experience, storms seem to make things more powerful. And when it's bright and sunny, that feels more helpful for stuff like healing, when you can actually see and feel the sunlight and use that.
