Let me apologize then for my ignorance. I knew certain sections of the site were down and could be accessed through other means, but I hadn't seen it on the site, nor did it come up in the search engines as I can normally get quick access to it if there's a specific link that's in the title or in this case had the words I was looking for in it. I do a lot of reading through my phone not to attract attention from anyone looking over my shoulder. \

But, with that .pdf I can easily walk into any store and pay to print it in it's entirety to have my own private copy for reading. \
