slit eyes/Glowing eyes

I saw a person with slit eyes like a cat. I am wondering if I was seeing things or is it something to do with magic. I also saw this pastor who who lives next door to me, when ever I pass by him his eyes would glow white like a cloud around his eyes. Am I crazy? Does anyone know what's happening.
