That happened to a whole species of trees on a street, near where I lived once. I know that certain bugs and insects infest the trees with their eggs, and this kills the trees.
A few years ago, the street near where I live had lots of beautiful trees, but there was an infestation of caterpillars of some sorts (fat blue ones, really ugly) that laid their eggs there, and majority of the trees died.
It could be something similar where you are. Have you notified the city district in which you live? I am not sure what those people are called, who deal with this sort of stuff, but you could contact your city councillor and let them know that it's happening, and they could do something about it.
