I was wondering this too and my theory is that some of them are that way due to a lack of fortune, and some of them are meant to be that way for some reason or another. I imagine if maybe you got in a bunch of fists fights when you were 15 and it dropped your IQ from 130 to 120, then you lived your whole life with a 120 IQ, next life perhaps you would start off with an IQ of 125 as a teenager. Interesting question, I'd like to know for sure
