I am into Astrology a bit (still learning but I can say something!) and I can assure you that Saturn weakening a personal planet is a very good moment to place an attack (based on Saturnian energies of course).
To get a clear view of the enemy's chart, you need to know his data, place, and most important TIME of birth.
This will be useful to determine which planet is his Chart Ruler (the planet ruling the Sign that is on the Ascendant). So you will be able to observe if Saturn is transiting : his Ascendant, his 1st house, or making hard aspects to his Chart Ruler. These are the best moments to address an attack to his Soul, his spiritual essence.

Also if you want you can dowload free software like Starfisher to calculate your own charts.
If you are not able to get his time of birth, you can work with date and location only so you will not be able to detemine his Ruler and his houses' position. I would then try to look when Saturn is aspectin his Sun: when Saturn weakens the Sun, the person is loosing material power, his Ego is weakened, so this is the best moment to attack "material" manifestation of the power of a person, to attack his money/possession and his public image, his Ego and so on.

Okay so I just want to make sure I'm doing this correctly. So I'm planning on doing a destruction ritual on someone who made my life a living hell for well over a year. Anyway, so I know it's best to do a working like that during a hard Saturn transit in their astrology. A hard Saturn transit is when Saturn is opposite a major planet or sun, moon, etc. correct?
Also does anyone have a link to a website that accurately shows their chart (so I can know their transits) and I just plug in their birthdate, time, and place?
