Question about reincarnation

I was wondering is it possible to reincarnate like you are Germanic and in the next Life you incarnate as a Slav?
Im asking this because i am born in a eastern european country but by the time i was 5 i could speak German like it is my mother tongue(learnt it by watching German television). Later in life i went to study in Germany, also joining a German fraternity. In the whole house there are alot of old pictures, mostly unnamed black and white portraits( older fraternity members, the fraternity was founded sometime in the 1880). There i found a picture of a man(also unnamed) who looks exactly as me, i could not find out anything about him since it is unnamed and the picture is so old that none of the living fraternity members know who that is.

What about the mixed? I can speak English in British and American accents fluently, I picked these accents out of nowhere growing up. And people(of the respective countries) are also blown away when I speak in Russian, Spanish, Italian, and french. They tell me I do not even live there and I have the accent of a native. I am not like the people who try to be cool by using foreign accents and in reality, their accent is shitty. I am talking about the legit native accents and natives from these countries are surprised when they hear it.

This accent thing gets me confused sometimes.
