Can a square be started in a Neutral zodiac sign?

Venus won't be in a beneficial sign for months (it's going to be in a negative one next), and I can't wait that long (trying to heal physical ailments).

Yes you can. However, from my own personal experience, the planetary squares are not as effective for healing as just using the Sun mantra (Suryae). Chakra work is also very effective. If you have throat problems, work more on your throat chakra more, for example.
