They absolutely do, and for the most part they have working with the enemy because they have been under the control of the enemy for decades. There could be some members of the govt and military secretly on the side of the Gods though.

It's kinda both. The Cold War, for example, contrary to popular belief had both countries creating nuclear arms in a mutual defense against the greys/reptillians. And not just to kill each other.
