I think it means Free America is everything in the blue and everything on the borders will be in military lock down. That's just a thought on this though, I'm not sure.

The way I interpreted it was that our constitutional rights are suspended around the border. I saw a video where a border patrol agent said that in the area the Constitution didn't apply
