Your question really gets more into politics than spirituality, but one thing you should know is that it isn't as simple as just "stopping ISIS", people are attempting this but it isn't just as easy as hunting them down. You would have to find their main base of operations, where they are going to strike next, and lots of other factors that I don't want to explain to you right now.

Here are a few resons:
1) Since the organization leadeship is jewish, they do that to make the Western World very angry. To take down this organization would mean a war between Western World vs Arabic World... or should we say Gentiles vs Gentiles (useless extermination of innocent people)... exactly what the jews want.
2) Direct attention from the horrible things done against Palestine
3) ISIS (Islamic State of Iraq and Syria) has it's name from Israeli Secret Intelligence Service, and unlike the other arabic which have an arabic name ( for example Hezbollah)... this name is designed to grab attention from the Western World and direct their hate to our Goddess Isis.
To sum up... jews can't wait to nuke the Arabic World, since Western World is willing to let them do that. Divide and conquer is the name of the game!
