The thing about these Bioweapons is these things have been heavily scripted for years. There are undercover agents in various parts of the world who are basically MKULTRA mind slaves that exist just to release the Bioweapons when they'll be given the go to. Like sleeper cells. So whether or not the Bioweapons are released heavily depends upon whether or not they're given orders and whether the command structure remains.
