Now we say blood is a formality because there are many people who ask questions like "I did the dedication but I got only few drops of blood. Did it count". OR "I couldn't get any blood after trying for 10 mins, so I didn't do the dedication". The common thing with those people is that they TRIED to get blood. There's a big difference between TRYING to get blood and not getting any and so doing the ritual without blood because of this and doing the ritual without blood WITHOUT TRYING TO GET ANY. If you tried to get blood but you couldn't, there's no problem with that, but don't do the ritual without trying to get any blood.
