Can you add/create your own cards into a Tarot deck?

I saw this and it made me laugh, but it got me thinking, can we create/add our own cards with a unique meaning into a deck? Or is that not how Tarot works

You can create your own cards but they would be divination cards, oracle cards. The tarot is a specific system based on humanity's path of advancement.
