This is a non-issue as the foreskin retracts by itself as the child grows up (at most by puberty), and even if it doesn't there are many ways to treat phimosis without circumcision:

Thank you for your input. It's true that at birth, the foreskin is usually fused to the glans (head of the penis) and cannot be retracted. This is completely normal and protective. The age at which the foreskin naturally becomes retractable varies widely though, as a significant number of males might not fully retract until adolescence. Forced retraction before natural separation, which can take years, can therefore cause pain, tearing, and scarring. Most pediatricians and urologists today advise that parents should not forcibly retract a child's foreskin, as this can lead to complications.

Phimosis, or the inability to retract the foreskin, is sometimes over-diagnosed in young boys, which can lead to unnecessary circumcisions. True phimosis usually refers to cases where the foreskin cannot be retracted due to scarring or other structural issues, which are generally rare. For most boys, non-retractability at a young age is normal, and not true phimosis.

My initial response was based on personal knowledge of people who needed circumcision due to severe discomfort and pain. For them, the "pseudo-diagnosis" wasn’t something that resolved with age or other methods; their symptoms persisted into adulthood and caused significant issues. In their cases, circumcision was the only viable option due to the medical nature of said problem.
 
Genital mutilation, this specific form is Yehuborim in origin. No need to remove parts of a baby boys genital for no reason, if cleaning is an issue then just teach him to wash properly.
