Soleimani was assassinated on a diplomatic mission from the leader of Iran to the president of Iraq with a message on creating a plan for peace talks with the Saudi's to deescalate tensions in the Gulf. Soleimani was travelling as an open diplomat on a mission of peace.

Reminds me of Rudolph Hess.
