When we are newbies in acquainting ourselves with the energies of our chart, higher planets and Saturn (and sometimes Mars) might seem stagnating, and in these houses and spheres of life it might seem that nothing or nothing good happen. Absent or emotionally absent parents, absent finances and success in life, absent creative profession with 5th house stellium or 5th full of higher planets.
In reality these energies might in most people be stagnant and low octave, i.e. unused and used wrongly. In the heavy case we say that these are generational influence (for example wars) or extreme uncontrolled problematic influence.
In reality these what you have listed are potential talent zones. Major Talent and Destiny zones. They are designed to be hard and difficult to manage and to be a mystery. Why? Because every big talent (and higher planets and Saturn are big talents) demand big labor to fully realize it, the more the talent - the more effort it demands to be sublimated (i.e. realized). Sublimating charts is realizing talents. Every gift is a mystery and might seem a curse until digged out and finally unearthed.
When treated properly they give major power points and weapons. What I mean by treated properly. They demand constant, very constant very permanent patient work in their field - the sphere of a desired gift they might represent. Every house has almost unlimited span of how it might be used so you will definitely find your preference. As well as Dame in our fairy tales they demand to fight for them for long time, years, decades, lifetimes. Mona Lisa was drawn in decades but she let Leonardo da Vinci sublimate a lot of such energy.
The word Magnum Opus is not only used to determine the way to physical immortality, but also major work of a lifetime or of lifetimes. Major book or book series written, Major work of Art or Major invention, Major revelation or prediction made, etc. This and its influence on the world is of course an important if not the most important part of our actual MO, because we are what we have done to this world. And of course the planets of your list play very significant role in this work of life and all great people used them for it because this is what they are for.
When this gigantic energy stagnates of course the whole house sphere might stagnate with it because these are great major forces of the world - if they stagnate everything does. And to make them move significant amount of labor is needed. This is also seen in their physics: how these further planets interplay with the gravitation of the Solar system. Their being higher octaves of the closer planets is in the maths of the Solar system, its proportions etc. But becoming the master of these powers you can use them for extra creation and innovation.
Such octave leveled scheme of our Solar system basically show us that the more patient labor from our part reveals more hidden talents and hidden sides of the known energies.
But I understand that you probably meant not merely higher planets and Saturn, but higher planets and Saturn in bad or worst degrees. Treat these like deeper hidden talents and more energies stagnated or misused, karmically locked, that contain almost endless potential if cleansed and mastered. Degrees might not only stagnate but lock in negative situations. I consider them natural energy that might be a great drive for a righteous cause if managed. For this deep karmic laws related to Justice should be understood and served their due, instead of being endlessly misused and ignored - like kikes usually do then spread the karmic consequence on non-kikes. These might include major jewish curses as well.

Stelliums of your listed planets in worst degrees might give very grave situation if are not completely sublimated flat, but greatest influence if are. Sublimation = realization in this world, such as that of major VIP figures of this world, very dangerous degrees for some unimportant non-Zevists. Those on top or VIP have more probability percent to rule these forces successfully. I think such energies are connected to major forces, and if person is unimportant and non influential there is more possibility that these energies might boss him around instead of he bossing them.
All freeing and money workings have to be done till the result. It might take several 360 days circles.
