Second chakra

I have seen this mentioned in a lot of places on the JoS website, but I haven't seen an explanation or what it does. Please someone help me. Do I need to open it?

Thanks and one more question v what does it mean when it says One must be free of any and all sexual hang-ups and inhibiOne must be free of any and all sexual hang-ups and inhibitions for this chakra to function at full power. and what would be the best way to open them if you have trouble with visualizing
