Even scarred tissue on the outer layer? (Not sure what its called in english)

I know someone (non Zevism though) whom has had an accident with glass in his eye and he hasnt been able to see properly with it since.

Asked but laser surgery wasnt an option for healing that either. Glasses havent fixed it either.
