IMO, this was nothing to do with the exploration of Water on the surface of the moon. If anything, this was perhaps an attempt to Destroy "something" before technology allowed it to be seen.
Mankind is moving in leaps and bounds in the field of imaging. Our technology has improved 1000 fold, one only needs to look at the availability of high powered telescopes. They are cheap, even a National Geographic children's telescope can give an incredibly clear image of the Moons surface when compared to what was available 10 years ago.
This "Crater" that was targeted has been suggested as a "Good spot" for a Lunar Base, if We worked that Out it can be assumed without too much room for error that the Gods knew this also long before Our History began. So, perhaps there "Was" a Lunar base there?
Another thing to take into consideration is NASA's ability to seek water on Mars for example, this is done without and necessity for Explosives. We have tracked, as a species Ice Volcanoes on far off Moons and Mammoth Rings unseen around Saturn, though We cannot detect Water with probes or satellites on Our own Moon???
If it smells like shit, chances are its shit. If in the 60's We, as a Race, took steps on the moon, surely by now an easier step to take than firing Rockets into the Dark would have been to send a team to seek what it was they suggested to find?
We have seen the images from the mars Rover, for another example, and these images have been clear and conclusive in the perception they offer, why then not attach a light to a similar vehicle in order to probe the shaded places of Our Lunar Bride?
Or perhaps something has been "Dropped off" for an invisible transaction. Why, at this time are We offered "Top Prices" for Our Gold? In a time of recession it is an asset that can be acquired cheaply, instead We are offered more than Financial worth by comparison to the times, and then, when they have it, how does it increase their own wealth by obtaining something nobody else can afford? We do not live in an age of Money for Nothing, so as such Our Nothing is Something to Someone.

In the absence of the tried and tested, firing a 2 tonne explosive missile at twice the speed of a bullet into the Lunar South Pole is a risk beyond even the most absurd imaginations, as such perhaps We should look towards the mythical and the Logic of Holmes. If you remove the impossible, whatever remains, however improbable, must be the Truth, and there is no Truth in the explanation offered to Us, but as a Whole We are distracted to disinterest, and masked as a mission of Failure We will remain unable to gauge their hidden success.
