Ratzinger resides in the vatican because he is wanted for child molesting and abuse cases in other countries. If he was to go back to germany for example, they would extradict him and put him in jail where this sucker belongs. On the other hand vatican is officialy recognized as a country of its own and as such, it may or may not allow extradiction. Staying in vatican is the only way for ratzinger to avoid justice.
