England if declaring would have just bombed Germany while slowly filling up France/Lowlands.

France = England's enemy as figure of the past put it in Dalton's if Germany allied after the Sino-Russo War of 1905 with Japan. England and France would have been checkmated. Maybe even form and alliance with Germany to checkmate France.
