I found an article on Library of Thoth about Sephardic surnames, if you have one of the surnames on the list means you are a jew? I don't understand

No, some of those names are too common. You have to analyze the person's behavior and family history, it's not that simply otherwise a lot of German names would also be jewish like surnames with "Stein" in it are not always jewish. yehuborim changed their names en mass and someone for example marry into a gentile family via a female jew and still be considered full jewish having changed the name.
