One is the foundation/the basis of yoga breathing.
The Second is more "specific" because it leads to "targeted" benefits, as described in the jos, and can be combined with other practices, to have greater results and/or increase the effectiveness of certain work.
Read it and practice it until you understand it, it's very clearly written, I can't find any other way but more difficult to explain it to you.
