I doubt plastic surgery by itself affects chakras, but they can fuck you up (if you let it be done by the wrong person) and many things used for plastic surgery are damaging to the body. This for e.g goes for breasts implants and such that over the course of years are damaging to the body.

If you want ''plastic surgery'', then i suggest you continue with your power meditations and try biokinesis. This is advanced though.
