So some days ago I did a magick, where I wrote some names on small broken pieces of paper and put them in a sealed plastic bag with some dirt. I later added old broke pieces from a broomstick, I mixed it multiple times and folded the plastic bag against my direction (because someone online said it will direct the bad energy away from you) and today after work, I saw them passing by me, when there's almost no chance I'll see them, the last time was literally almost an year ago. Is this encounter a result from the spell or is this purely random? If so why isn't it with all the other names too...

Unless you used energy as well, you basically just played with props, so yes, it was purely random.
Props can be useful, but the mind is what gets the results.

There are tree basic types of magic, White magic that is for beginners it's done while moon is waxing, gray magic that is a mix of white and balck magic, and the last one is for advanced spiritual zevists and that is black magic which is done when the moon is wanning. Magic is first started with mantras and runes (words of power) that is done with a rosary 108 beads and lasts 40 days, 40 days it takes to make changes in our soul.

So if your soul is weak the magick won't work. To have a strong soul you need to advance spiritualy trough meditation and Yoga and other spiritual practices.
