More propaganda designed to make the Trump team look bad. Pence did not allow any HIV to spread, especially not purposefully. He didn't want the government paying to give out free needles to drug addicts because he thought it is encouraging them to inject more drugs, and he didn't want to help make it even easier for them to do the drugs. So if some people shared dirty needles and got HIV, that is their own fault and the result of their own actions. Everyone in America for the last 50 years gets taught in school as part of the DARE Program that sharing dirty drug needles can give them HIV and other diseases, and still some people chose to do it, and they got the result that they knew they had a high chance of getting.

Maybe there would have been less needle sharing if Pence gave out free needles to everyone. But maybe that would have also lead to drug use increasing exponentially, so that isn't really an improvement. Theres been a lot of blame shifting in the news as of late, especially towards Trump and Pence. Its crazy but honestly I should expect it at this point.
