The hair are shaved in order to optimise time. You don't have any to spend on drying your hair or washing them accurately during training and during combat missions. Outside of training and combat missions, you are free to keep an orderly haircut at maximum specified length to appear well-put together.
Venus squares, as well as workings with runes that promote growth such as Jera are good for that, yes. Jupiter is also good because it rules growth and expansion, but less suited than Venus

As usual from this website, they claim things without bringing supporting evidence. There is not a single link to a single study about this. I could write an article of the same length (well, short length) and claim the opposite things, claim this information comes from military studies (which I do not provide for the reader), and so on.
The other thing is that, if such research were to made by the military and turned out the way it is claimed, it would not be released publicly but would remain top secrets for 20 years at the very least. At least 20 years have indeed passed, but we do not know yet if we do not have the evidence to read (i.e. the study).
They failed to provide the burden of proof. However, I can still provide a counter-argument: if that is case, why did Egyptian priests have shaved heads? If long hair increases intuition, why would (one of) the most spiritually advanced civilisation in the world have this tradition?
If you want my opinion, the way you keep your hair is a fashion, a trend that changed with time. From an aesthetic point of view, I'd say most men look best with short hair, while some look better with long hair. For women, it is usually the opposite.
I can close with a question: do you think Herr Hitler and Herr Himmler would have kept their short if long hair would have given them any psychic advantage?

I wouldn't take Robert Sepher seriously, as he is jewish. Sepher is one of the few cases like Cohen where you can be sure that the person is jewish.
