You can't reverse a death penalty. Since we don't see the absolute truth like the gods there is always the chance off wrong judgement. I also don't get why people think, killing will change someones future incarnation behavior. Death penalty can easily be abused to erase people like us, by lying or creating false situations.Law to Combat Serious Crimes

3.1 Leaders and members of criminal factions will face public execution, with total confiscation of assets and the erasure of their names from history, with the aim of permanently eradicating such organizations and protecting society.
Article 4: Rehabilitation and Prevention Measures
4.1 No form of rehabilitation or reintegration will be allowed for those convicted of these extremely serious crimes, guaranteeing maximum security for society.
4.2 Development of coercive and comprehensive educational campaigns to sensitize the population to the importance of reporting and preventing these crimes, with strict punishments for omitting information.
People who do these should be locked up forever and work in some area from which there victims will benefit. So they may do better in there next live.
