This statemement refers to the future, not the present. Satan said that, the Gods have a different idea of time since they are immortal. HPS Maxine said that the Gods already experienced the future and the fact that our side is gonna win the war. We as humans haven't experienced this yet. So, in the Gods' dimension and in the future, our side has won. I hope I've not created any confusion here 
As for "bad people", there's no absolute universal moral law and no absolute "bad person". The only law is the survival of the strong in nature, and nothing else. People who say there's karma or other law which will make any "bad things" come to you are deceiving themselves. Those who abuse Demons might get punished by them, same like people who harm animals or children or Satanists because the Gods are protective of them.
Generally, in Satanism there's a distinction between spiritually developed and spiritually closed people, rather than good and bad people or people of different religions. Those who are very spiritually degenerated (people like fundie xians or those who abuse drugs/alcohol) might get trapped in negative energy holes after death. Satan reincarnates everyone, including atheists and xians.
