How come Ishtar/Inanna shares the same image with Lilith?

Well I know they are two separate people. Also a lot of images are Inanna's. Inanna is shown with gardening tools and birds feet... not Lilith, yet people claim that the two are one and the same. They have different parents for crying out loudm

I was thinking she was trying to ask Why they share the same image. Not if they were 2 separate people.
