He is the guardian of all his people, since he is the God of Gods.

Since this means he is all the time extremly busy,
you get a GD assigned who will be specialised in the field you need the most help and has the time capacity to help you.

I guess yes - this may happen for very important and key persons on Earth.

It could happen if he/she is very important to Satan. But if you see a person who recently joined and on his/her first post brags about being ultra powerful and having Satan as their GD, you can be sure that such person is either lying or delusional.
