And to them, family includes almost all distant cousins.

Its a similar pattern with other Gulf muslim countries like Oman, Kuwait, Qatar, etc. The Yehuborim universities gladly accept their foreign $ full tuition, they do something similar with rich Chinese foreigners as well.
