Can Runes be used on other people ?

So, I've heard about runes, and I've discussed them with a friend of mine, who says that they could be used on other people.
I just want to know if he is right or no.

Well you could evoke or invoke any kind of energy if you are proficient. Don't invoke negative energy though. The standard attack pattern is to condense the vibrated energy into a ball in front of you and then direct it at the target. You should be in trance preferably though it can be done only through visualization, however less effective.
