Either way, they are both solar chakras in a sense, so any of the two will be empowered by the said chant.

However, I'm pretty sure Maxine was referring to the 3rd Chakra in whatever article you read.

I do strongly suggest, however, chanting "AUM SHREE RAM JAI RAM JAI JAI RAM". It's one of the chants Maxine posted before. Although she says it's specifically for the aura, energy is energy. You can use this to raise solar energy for whatever purpose you need.

Lastly, you can also use the Sowilo run for the raising of solar energy. Sowilo is the rune of the sun, and therefore bestows solar power.
However, Vovim Baghie also suggests that the actual presence of the physical sun, moon, or whatever celestial body is not required to take energy from that source. All that is needed is the visualization of the celestial body and a stream of appropriately-colored energy in between you and the visualized sphere.
