Yes, higher planets are in some way close to Saturn in their giving higher and greater things only when people deserve them or deserved them in the distant past in past lives etc (since karmic debts can extend to the very distant past). 7th is of karmic debts before others and of others in your life at all, this includes society as a whole, Gods and Zevists, enemies and generally it might include everyone who is another.
