First of all I wish to say that these two questions are very interconnected. They both are low octave Neptune related. Alcohol and drugs are used by kikes to destroy certain pathways in our brain so that we lose our access to emotional, creative and spiritual sphere. They switch it only in the "height" phase and only in very low way where we usually lose the link with reality and become dangerous and insane. This is done so that human stops being a human when they feel "ok" while when they return into their normal state with their brain pathways destroyed they do not feel "ok" anymore. This is actually anti-Neptunian principle where we get our all higher Neptunian nature (creation, invention, spirituality, all kinds of art, eternal Godly love, compassion and other higher emotions) totally destroyed and no more can do it. Actually jews invented the whole sphere of drugs as a tool to destroy all Beauty that exists in our souls because Neptune rules all that we call Beauty: ethereal art, ability to appreciate Beauty and Femininity, ability to aesthetically love, all that makes us humans. Kikes want us all to be vulgar heartless orcs because only such can be totally controlled and can never explore any spirituality. Slave can't astral project, aesthetically love, be ultra Beautiful or create genial art.
Kikes want us all to be psychopaths (complete death of Neptune and all higher Femininity in chart) because psychopaths want power and power alone - and this is the only thing kikes themselves can understand and through which they can most easily rule others. Because thus we become like them and they can better understand us and rule us. Geniuses and Demon Lovers that are highest possible octave of Neptune and Haomea they can't understand because this is highest self sacrifice - to come to this Tartar planet to be here for others, completely opposite to their own vulgar primitive thievery-orientated nature.
What you describe is low octave of Neptune. It means that Neptunian energy in your life is being abused instead of serving its purpose. You can raise its octave through using it for its purpose: creating, innovating, advancing in spirituality, divination, astral journeys, working with dreams. Using in higher octave means conscious using any planetary energy for the well-being of humanity, altruistically and honorably.
As for the recreation, contrary to substance abuse, I recommend enjoying art: reading, watching classic paintings, listening to classic music. If you did not like any of the classic music you might listen to ethnic one. It is impossible that none will make you enjoy: there is great art for any taste. You should find your own taste in art of every type. This might be Ancient legends, myths and folk tales of any and all peoples of any and all depth of antiquity. There is megalithic architecture that goes back to tens thousands of years and more, so you are not restricted in any way in the age of art: you might enter duckduckgo or google pictures (better pinterest.com) and find wonderful Ancient Pagan architecture and art all over the world enjoying it for hours like in free museum. If you have no time to read but spend endless time in traffic jams you might prefer listening to audiobooks - all Classic literature including Ancient literature such as Greek Platonics and Neoplatonics is in audiobooks all over youtube.
Also it is great to try to learn to do something in art yourself. Art should be serious, not just recreation for orcs. This will completely erase all need in substances and heighten your emotions into more noble sphere than that. If you absolutely prefer science (there might be such things in chart with prominent Neptune as well) then do this: any new creation - either in art of science - is right brained, so if your heart goes more for science, go for it. In science it might be connected to sea, ocean or liquids in any way or form yet not limited to it. Also all occult sciences benefit from high octave Neptune.
Sensitivity is not at all bad when it comes to non-egocentric sensitivity such as compassion, empathy, love, care for others. It is bad only when it goes egocentric and narcissistic. Sensitivity also can have octaves. When it is channeled into helping humanity and love for the Gods there is nothing wrong with it. It is heightened through serious art, serious spirituality and serious desire to help the planet.
Neptune in 11th house in higher octave might give deep aesthetic friendships, platonic loves of highest caliber and geniuses as friends. It might bring even Gods as Pythagorean Friends because Neptune in highest octave fills our emotional lives with depth and our life - with sense and Beauty.
I saw how such friendships have been abused by low individuals. I saw Neptune in 11th in charts of monsters in highest octave who abused it to no reasonable extent. This is how bad karma is being made - they had Beautiful energy and extreme luck in some sphere and they abused it. They put negativity and low octave into their own chart. Houses of relationship represent others and society in our Soul and in our life. When we abuse them we put filth in our own chart - to receive it from there in some of the next lives. Neptune in a house of relationship might give a genius as a partner in a relationship that this house represents.
In the lower octave Neptune in 11th might give bad companies that might share bad habits such as substance abuse.
