These are traits of royalty, in the Golden Age civilizations. There have been many bodies found of kings and queens all throughout the Golden Age civilization who have the red hair.

If anything, it's brown hair and brown eyes as they represent the new average and the new average is very low-quality people, much lower-quality than the past average.
