If one intends to destroy their power, as a "form/function of their power," it is not possible; if one intends to counter their power, as in the case of spells/binding/rituals, it is.

No because the runes that we know draw their power from their original counterparts.
But nobody other than very highly initiated people know about the original forms, even top ranking yehuborim don't know about them, so they can't destroy their power.
