I) If we reach a certain level of development in this life, can we choose the position and family we want in reincarnation

Highest souls can have determination when and where to incarnate, and others are more or less confined to something that they need to complete/achieve during their next incarnation to evolve as a spiritual being. The body and the mind are tools, we are the observers in a seat, so to speak.
