Why doesn't Satan come back?

I've read that He won the war with the enemy in His other realm. So isn't it safe for Him and the others to come back so we can complete this divine work?

So about advancing myself...I don't feel like I'm moving up anymore in advancement of my soul. Why is that? I meditate every day as many times as I can so what could be the problem
