what is my chart ruler?

hello, i have a question that is important for me. my ascendant is aries, so it seems like my chart ruler is mars but i have a stellium with 6 sagittarius... now, which one is my chart ruler according to you: mars or jupiter?

Stellium is in the first house? Overall, Mars is the ruler.
