Theological question regarding Baal and Satan

I always assumed King Baal was granted dominion over the Earth e.g to put it in human terms Satan is the ruler of his empire and he delegates his authority to his trusted and capable fellow Gods to administer his empire, and he granted Baal rulership over Earth hence his position at the top of many pantheons and how he is described as lord of this world in many prayers to him as I assumed he is the highest of the Gods in reference Earth, however I realized I probably shouldn't just assume, so what is the truth of the matter? Am I misunderstanding the situation?
