The higher octave of Mercury is Uranus, and Uranus is in Aquarius. Why? I couldn't find a satisfying answer to this, so let's explore the myths. Do they link to the astrology itself? Let’s start with the main one I followed:
Hesiod's Theogony
Ouranos (Οὐρανός) is the primordial sky. In Theogony he is the first ruler, born from Gaia, the canopy of heaven that encompasses everything. But his rule has a specific pathology: he refuses to allow his children to emerge. He pushes the Titans back into Gaia's body, and the text says he "hides his children in Gaia and delights in the deed." Nothing is permitted to separate, to differentiate, to come into distinct existence.
The way I read it, Ouranos in this un-severed state is totality without distinction: the field of all possibility, the universal mind before it has decided to unfold and become particular. Pure and vast. Now think about what the mind actually needs in order to function. Knowledge requires distinction. Measurement requires separation. Justice requires that there be separate beings to whom different things are due. Ouranos in his wholeness is the mind that contains everything and articulates nothing. This is raw Uranian energy before it has been brought into productive relationship with the world below.
Kronos, at Gaia's urging, takes the sickle and severs Ouranos's generative member. It is the most violent event in Greek cosmogony. Gaia groans under the weight of the suppressed Titans and calls for justice, and Kronos's act is how Nemesis operates at the most primordial level: the rebalancing of a cosmic order that has become intolerably disproportionate. Here is the part that got my attention: the severing creates the space between heaven and earth. The gap. Everything that comes after, all creation, all differentiation, all measured existence happens inside that „gap”. This is the most I could sense in which Uranus is the "higher octave" of Mercury at the most literal mythological level. Mercury can only function in the space that Ouranos's wound created. The mind that weighs, measures, and records is only possible because the primordial unity was broken open.
„Ouranos and Kronos, then, are not complete orders: Ouranos is an undifferentiated whole, and Kronos is the cut before ordainment. Zeus is the third refinement, under whom unity and distinction become a coherent cosmos (with time, scale, form, and rule) and this accomplished ordering, not sheer size or incorporeality, is what makes Him the highest God.”

In Plato, Cratylus 396a–c Kronos is as the “pure and unblemished” nature of intellect and Ouranos through “looking upward,” which produces purity of mind. Each is perfect according to his own divine sphere.
Aphrodite
Hesiod tells us (Theogony 188-206) that when the severed member fell into the sea, foam gathered around it, and from that foam arose Aphrodite, Venus in astrological tradition, the ruler of Libra. The higher octave of Mercury (Uranus) literally gives birth to the ruler of the sign where Mercury reads the scales.
The cosmic mind, through its violent disruption, produces the very principle of beauty, proportion, harmony, and relational justice that Libra embodies. And Venus-Aphrodite is not merely the Goddess of romantic love. In her oldest aspect as Aphrodite Ourania (Heavenly Aphrodite, explicitly named after her father) she is the principle of cosmic harmony, the attractive force that draws things into right relationship, the beauty that is perceived when all parts are in proper proportion.
Plato distinguishes the two faces in the Symposium (180d-e):
Aphrodite Ourania, born from Ouranos alone, without a mother: governs the higher love, oriented toward the beauty of the soul and of the forms.
Aphrodite Pandemos: governs the lower, physical desire and generation.
So Aphrodite born from Ouranos is not earthy attraction but ideal proportion itself, which is exactly what the scales of Libra measure. A small detail I keep coming back to: Libra is the only sign not represented by an animal, a human, or any living being. It is an instrument.
If I compress the whole idea into one line: intellect recognizes proportion, soul communicates it, beauty makes proportion perceptible, justice establishes it among differentiated parts. To go further, from the blood of Ouranos also arise the Erinyes, the Giants (and the Meliae). Who are they?
The Erinyes (the Furies) are born from the blood drops that touch Gaia. They are the „spirits” of transgression, of violated oaths and kindred blood. Nothing crossed is ever forgotten. (Later, in Aeschylus, Athena does not destroy them but gives them a seat in the city, the fury of the original injury gets integrated into the justice system itself. Nemesis again, wearing a civic face.)
The Giants, born from the same blood. These are the ones who will later assault Olympus in the Gigantomachy: the pure force of contest, rebellion against the newly drawn order.
The Meliae, the ash-tree nymphs. *Nymphs appearances in the myths is another topic in itself. However Hesiod ties them to war in one aspect: in the Works and Days, the third race of men is born from ash trees (a bronze generation, "terrible and strong," devoted to the works of Ares, who end by destroying one another with their own hands and go down to Hades leaving no name behind).
Differentiation makes justice possible, but it also makes injustice possible. A world of distinct beings permits relation, beauty, and knowledge and conflict over boundaries. The same cut that opens the space for the scales opens the space for the dispute the scales must settle. Both come from the same wound. I think this is important to understand, otherwise the whole picture becomes too naive.
Corpus Hermeticum
Now, the Corpus Hermeticum, the foundational Hermetic texts describes a „process” that maps directly onto this. In the Poimandres (the first treatise), the soul ascends through the planetary spheres after death, and at each sphere it sheds the faculty of that planet. At the Moon, it releases the power of growth and diminution. At Mercury's sphere, it releases trickery and crafty deceit. On and on, shedding each planetary garment, until it arrives naked at the eighth sphere: the sphere of the fixed stars, and then further, into the hyperouranios topos, where the human joins in hymning the Father.
Somehow I imagine that the eighth sphere is Ouranos's own domain. The starry vault is literally Ouranos's body in Hesiod's cosmology. So one would say that the Hermetic ascent describes Mercury returning to Ouranos. The individual mind sheds its particular, personal, „clever” qualities and becomes the universal mind that is the cosmic frame itself. That changed how I understand the term "higher octave." It is not a more powerful version of Mercury. It is what Mercury becomes when it releases its attachment to the particular and operates from the universal. Thoth, who stands at the scales of Ma'at recording the fate of individual souls, ascends to become the cosmic intelligence that established the conditions under which scales, measurement, justice, and individuality are possible at all.
And to note this ascent does not destroy the lower function. The person in whom the Uranian octave is active does not stop weighing and measuring. They weigh and measure with the awareness that the scales themselves are a local manifestation of a systematic principle. That every particular act of justice participates in a cosmic architecture. That the feather of Ma'at is not just a criterion for one soul but a fragment of the order that sustains the whole created world.

Aquarius: the Water Bearer
The specific sign matters. Aquarius is traditionally ruled by Saturn, Kronos, the very figure who castrated Ouranos. The modern take of Uranus as Aquarius's ruler creates a resonance almost: the sign belongs to both the father and the son who severed him. Both the primordial unity and the principle of division and limit that broke it open.
That dual rulership (Saturn and Uranus) captures Aquarius's essential paradox:
• structure and revolution
• the established order and the lightning flash that destroys it
• the law, and the higher law that overturns the law
I found the connection to Dike and Nemesis again. Both present here, but operating at a civilizational rather than individual scale. Saturn in Aquarius maintains the existing framework of justice. Uranus in Aquarius perceives that the existing framework has become an injustice and acts to shatter it. The image of the sign itself encodes this too. The Water Bearer pours from a vessel. The vessel is form, structure, Saturn's containment. The water can be viewed as the universal substance (truth, knowledge, divine fire). Remember though: Aquarius is an air sign. What is being poured is not emotion, it is mind-stuff, transmission. The act of pouring is the Uranian act: taking what was held in structured containment and distributing it freely, universally, without regard for the old hierarchies of who deserved to receive it.
Plato says something interesting in Phaedrus about Adrasteia’s law: the soul's fate depends on how much truth it has perceived. Prometheus, a deeply Uranian figure, acts on the conviction that every soul deserves to perceive as much as possible. Yet Prometheus must be read as both right and wrong: his Uranian intention recognizes a universal end, but he acts from a limited sphere and bypasses the intermediate chain by which justice must be properly executed. What is right at the level of intention can therefore be wrong in the reality of its operation. Read High Priest's explanation of the myth.

The reason of mind is reason in its oldest sense: not only logic, not only calculation, but ratio, proportion itself. The Logos that Heraclitus said governs all things. When the faculty (Nous) operates under the governance of Aphrodite Ourania (ideal proportion, the love of Beauty itself), the individual mind participates in that universal function.
*Notes on the Four Goddesses behind the scales
I took separate notes on the Goddesses in this chain, because each one shows a different "mode" of the scales and the "cut":
Nemesis: the restoration of proportion. From νέμειν (némein), "to distribute, to allot what is due." She is the rebalancing principle: what happens when someone has taken more than their allotment, when hubris/ Izfet has disrupted the measure. In her earliest forms (Hesiod lists her as a daughter of Nyx, Night) she is a cosmic force, not a personal punisher. She is what the scales do when they are uneven. We already know from the Temple this is profoundly close to Ma'at in Egypt: not merely "truth" but cosmic order itself, the principle that things have a right measure and that deviation generates corrective force. Thoth records the imbalance, Nemesis corrects it.
Adrasteia: the inescapable law. Sometimes treated as an epithet of Nemesis, sometimes distinct. Her most philosophically significant appearance is Plato's Phaedrus (248c-e), the "law of Adrasteia":
This is the law of Adrasteia: whatever soul has followed in the train of a God and glimpsed some portion of truth shall be free from suffering until the next circuit, and if it can continue to do this always, it shall remain forever unharmed.
Dike: justice as cosmic structure. One of the three Horai, daughters of Zeus and Themis: Eunomia (Good Order), Dike (Justice), Eirene (Peace), a triad describing the conditions of a properly balanced cosmos. Dike is the state of balance, Nemesis is the return to balance once disturbed. Together they can show the full meaning of the scales.
Aidos: the internalized scale. The most subtle of the four. Shame, reverence, modesty, moral conscience, but not shame in the modern psychological sense of self-loathing. Aidos is the inner awareness of proportion, the feeling that tells you, before any external judge acts, that you have exceeded your measure. Hesiod pairs her directly with Nemesis (Works and Days 197-200):
In the final degradation of the Iron Age, Aidos and Nemesis wrap themselves in white
garments and depart the earth for Olympus, leaving mortals nothing but suffering.
Hekate, the boundary keeper. Hekate is the Goddess of liminal spaces: crossroads, thresholds, the moment of transition. In Hesiod she is uniquely honored by Zeus with a share of earth, sea, and sky. She governs exactly the gap this article is about, the space between heaven and earth where Mercury operates. If Ouranos is the totality and Kronos is the cut, Hekate is the edge of the cut: the liminal boundary that makes the space navigable. And then the threefold structure repeats.
Hekate is often depicted as triple-faced (past, present, future). The Moirai are three: Clotho spins, Lachesis measures, Atropos cuts. The Horai, including Dike are three.

Three feminine triads governing different aspects of one function: the articulation of cosmic proportion.
And here I have to be honest, this is where it clicked for me: this is also... the Moon! The phases. I was asking myself why the Moon keeps appearing in these functions, and in the ladder of ascent, the Moon is the boundary between the sublunary world (decay, matter) and the supralunary world (eternal forms). The measuring, waxing, waning, and cutting of light. The visible rhythm of proportion itself.
How does this understanding help in practice?
This is the question I always end with, and a few connections opened up for me. The sickle does not disappear from the myths. It reappears in the hands of Perseus, he receives it from Hermes himself to sever Medusa's head. From Medusa's blood Pegasus is born. And in the Phaedrus, the soul that has seen the most truth grows wings (ptera). Pegasus is the winged horse of the Muses (poetic inspiration, may be seen as the Uranian flash of vision). His myth is quite complex, so I'm not going into it now.
The pattern is what caught my attention: severance produces something winged, something that rises. Every clean distinction you make in your own thinking: every time you finally name or understand the thing, the concept, the knowledge correctly. Something in the mind becomes capable of flight.
Heraclitus quote "Nature loves to hide." Truth requires effort to uncover, the surface sometimes differs from the depth. This is the Mercurial work itself, moving from the literal to the contextual.
The physics parallel. This one is still to be fully understood, so take it as a simple parallel. In quantum mechanics, observation collapses the wave function -> potential becomes actual. Before observation, particles exist in superposition: all possibilities at once, like Ouranos before the cut. Observation, the Mercurial act of distinction, produces a definite state:
• Superposition = Ouranos (all possibilities, none actualized)
• Measurement = Kronos's cut (differentiation)
• The observed state = the articulated cosmos
Mercury, Hermes, the left Eye of Horus as the observer which shows the state. God Thoth, the God of wisdom, magic, and the Moon, used His powers to restore all the pieces and make The Eye whole again.
